Heath Hoglund is chief IP officer at Sisvel. In this role, among other things, he has overall global responsibility for the company’s patent pool programmes. Before joining Sisvel in January 2026, Heath was president of Via Licensing Alliance and, before that, vice president of IP and standards at Dolby Laboratories. With over 30 years of technology and IP expertise, Heath has built a reputation for developing transparent licensing solutions that balance the needs of implementers and innovators around the world. He is committed to collaborating across technology ecosystem to maximise innovation, foster participation and advance adoption. While at Via, Heath led the formation of Via LA, when Via Licensing and MPEG LA united in 2023 to form the industry’s largest collaborative licensing organisation. At Dolby Laboratories, he was responsible for the development of the company’s patent portfolio, oversaw its patent licensing programmes and was central to the creation and successful roll-out of numerous collaborative patent pools and standards projects. Before joining Dolby, Heath founded Hoglund & Pamias, a full-service IP law firm in San Juan, Puerto Rico, where he represented a range of clients in the federal courts and at the US Patent and Trademark Office. He also served as an adjunct professor of patent law at the University of Puerto Rico School of Law. IAM placed Heath first on its 2024 Top 40 Market Maker list. He has also been named to the IAM Strategy 300 list for several years running. He has served as chair of the American Bar Association IP Section’s Patent Division and is a past-president of the San Francisco IP Law Association. Heath has a JD (cum laude), an MS and a BS (cum laude) from the University of Minnesota.
